SUMMARY:COINFRA Brings OLACEFS Regional Experience to INTOSAI
DESCRIPTION:The OLACEFS Commission on Infrastructure and Energy Transitions (COINFRA) presented the progress of its regional strategy during the 6th All Members’ Meeting of the INTOSAI Working Group on Audit of Extractive Industries (WGEI)\, held in Brasilia under the theme “Critical Minerals for Energy Transition.” \n\n\n\nThis participation is part of the Commission’s efforts to connect OLACEFS Supreme Audit Institutions (SAIs) with INTOSAI initiatives and to foster greater international cooperation.  \n\n\n\nBefore representatives of the international auditing community\, COINFRA presented\, for the first time\, the progress of its regional strategy to strengthen audits on infrastructure and energy transition across Latin America and the Caribbean.  \n\n\n\nAmong the main achievements highlighted were the establishment of Working Groups\, the launch of technical peer-to-peer exchanges\, and initiatives aimed at facilitating the participation of regional SAIs in capacity-building activities.  \n\n\n\nOne of the examples showcased during the session was the regional adaptation of the Practical Audit Guide on Energy Transition\, originally developed by the WGEI. Through the joint efforts of the participating SAIs\, the guide was enriched with regional experiences and adapted to address the specific challenges faced by Latin America and the Caribbean. \n\n\n\nThe meeting also provided an opportunity to strengthen ties with other working groups and identify new opportunities for OLACEFS SAIs to engage in international initiatives related to the energy transition. \n\n\n\nJust over a year after its establishment\, COINFRA has consolidated itself as a regional platform for cooperation on infrastructure and energy transition. SUMMARY:The Citizen as the Central Actor in Government Auditing
DESCRIPTION:It is with great pleasure that I write to share some reflections on citizen participation\, a topic that unites us and challenges us as Supreme Audit Institutions. Across Latin America and the Caribbean\, our societies are increasingly calling for transparency\, dialogue\, and closer engagement with public institutions. I invite each member to reflect on the central role that citizens should play in our audit work and on the Citizen Participation Commission (CPC) as a key forum for jointly advancing this agenda. \n\n\n\nCitizen participation goes beyond being a sound institutional practice; it is a democratic imperative. When citizens engage in overseeing the use of public resources\, understand the work of Supreme Audit Institutions (SAIs)\, and place their trust in the institutions that safeguard the proper use of public funds\, democracy is strengthened. This principle is the foundation on which the CPC was established\, and it will continue to guide our work. \n\n\n\nEstablished in 2009 during the XLIII Meeting of the OLACEFS Governing Board\, held in Caracas\, the CPC was created to promote policies and initiatives that strengthen citizen participation and social oversight within SAIs. Throughout its history\, it has become a permanent body of OLACEFS and has brought together valuable experience and knowledge for the region. In this regard\, I would like to express my special appreciation to SAI Peru\, which chaired the Commission from 2019 to 2025 and left a meaningful legacy for the work that SAI Brazil now has the honor of carrying forward. \n\n\n\nDuring this period\, CPC members developed a valuable body of knowledge that is available to all members. Among the Commission’s key resources are the Compendium of Good Practices in Citizen Participation\, which features replicable experiences involving mechanisms such as public hearings\, citizen oversight monitors\, and school audits\, and the Guide for Integrating Citizen Participation into OLACEFS Coordinated Audits\, which provides practical guidance on involving society at every stage of the audit process. We encourage every member to consult these resources\, assess where their institution stands\, and take the next step\, whether by implementing a new citizen engagement mechanism\, involving civil society in a coordinated audit\, or adopting clearer\, more accessible language in their communications.  \n\n\n\nFor the 2026–2028 term\, the TCU has enthusiastically assumed responsibility for leading the group’s work under a well-defined agenda. Our presidency will focus on two strategic priorities\, and we look forward to the active engagement of all members in advancing them: strengthening SAIs’ capacities to promote citizen participation in government oversight\, and monitoring the implementation of the Punta Cana Declaration and the Sustainable Development Goals (SDGs). \n\n\n\nIn April of this year\, we held the CPC’s first meeting under the TCU’s chairmanship\, bringing together more than 27 representatives from the Commission’s member SAIs. The meeting focused on aligning the 2026 Annual Operating Plan (AOP) and presenting the complementary initiatives planned for the coming period. We were also pleased to welcome the Valle del Cauca Departmental Comptroller’s Office\, Colombia\, as the Commission’s newest member. \n\n\n\nIn June\, we held a second meeting\, building on the work initiated at the first gathering and advancing the implementation of the agenda established for 2026. Discussions focused on assessing the maturity of citizen participation practices within SAIs in light of the Punta Cana Declaration\, as well as on the collaborative development of a self-paced online course on the subject. We also had the pleasure of welcoming the Superior Court of Accounts of Honduras as a new member of the Commission\, reaffirming the growing interest among SAIs in contributing to this regional agenda.  \n\n\n\nThe inclusion of vulnerable groups and the adoption of territorial approaches are also among the priorities that will guide our work throughout this term. We recognize that genuinely democratic citizen participation cannot overlook those who have historically been excluded from decision-making processes. SAIs have both the authority and the responsibility to create spaces for listening and dialogue that reach those farthest from the centers of decision-making. \n\n\n\nThroughout this first half of the year\, we have reaffirmed that OLACEFS\, through all CPC members\, is committed to fostering a culture of trust and strengthening the essential role of Supreme Audit Institutions in promoting democracy and social well-being. The CPC remains a strategic forum within our organization\, and we count on the engagement of every member to ensure that our initiatives deliver tangible and lasting benefits to the societies of Latin America and the Caribbean. \n\n\n\nFinally\, I would like to express my sincere gratitude to all the representatives who participated in the CPC’s first meetings under our chairmanship. SUMMARY:OLACEFS Presidency Creates Coordination Network to Strengthen Regional Articulation
DESCRIPTION:As part of the first year of its term\, the Presidency of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS)\, currently held by the Brazilian Federal Court of Accounts (TCU)\, announced the launch of the OLACEFS Coordination Network on June 10\, 2026. This strategic initiative aims to strengthen internal dialogue\, enhance institutional coordination\, and increase the visibility and outreach of the organization at both regional and international levels. \n\n\n\nPromoted by the TCU in response to the needs of the OLACEFS Presidency\, the Network is conceived as a collaborative space. Its purpose is to strengthen ties among the different bodies of the organization and expand the impact of ongoing and future initiatives. Through a model of regular meetings bringing together cooperation focal points and TCU technical focal points\, alongside representatives from OLACEFS bodies\, the Network seeks to create opportunities for cooperation and broaden the reach of joint activities under development. \n\n\n\nIn this context\, the OLACEFS Presidency proposed a schedule of regular virtual meetings with the Supreme Audit Institutions (SAIs) that chair the Organization’s Committees and Commissions\, emphasizing that the consolidation of the Network will be the result of a collective effort. \n\n\n\nFIRST STEPS \n\n\n\nThe first meeting of the OLACEFS Coordination Network was held on June 16 with the Legal Advisory Committee (CAJ)\, chaired by the SAI of Paraguay. Through a focused review of the activities included in the Annual Operational Plan (AOP)\, areas were identified to strengthen cooperation with a view to modernizing the OLACEFS Regulations. In addition\, CAJ representatives presented actions related to the drafting of Terms of Reference and a Committee Functions Manual\, among other topics. \n\n\n\nOn June 23\, a meeting was held with the chairmanship of the Capacity Building Committee (CCC)\, led by the SAI of Chile. During the meeting\, strategies were \n\n\n\ndiscussed to advance the Task Forces\, with a focus on learning pathways in areas such as digital transformation\, public procurement\, and the environment. Opportunities for improvement were also identified regarding communication with members and the expansion of participation in capacity-building initiatives\, highlighting information dissemination challenges that affect SAI engagement. Finally\, the CCC Presidency underscored the importance of strengthening member commitment and establishing mechanisms to monitor ongoing actions. \n\n\n\nOn 30 June\, the Presidency met with the Commission on Gender\, Inclusion\, and Diversity (CGID)\, chaired by the SAI of Argentina. During the meeting\, participants identified initial areas in which the OLACEFS Presidency could support the Commission’s work\, with particular emphasis on strengthening the dissemination of its initiatives and improving internal communication within the Organization. The TCU’s technical focal points also shared their experiences in areas related to the CGID’s mandate. \n\n\n\nNEXT STEPS \n\n\n\nDuring July\, a meeting is planned with the Special Technical Commission for the Environment (COMTEMA). The first cycle of meetings with all Committees and Commissions is expected to be completed by October. \n\n\n\nA progress report on the activities carried out under the Coordination Network will be presented during the OLACEFS Ordinary General Assembly\, to be held in Colombia in August. SUMMARY:OLACEFS and IDI Launch Two Calls for Proposals to Strengthen the Capacities of SAIs in the Region
DESCRIPTION:OLACEFS\, through its Capacity Building Committee (CCC)\, and the INTOSAI Development Initiative (IDI) invite the region’s Supreme Audit Institutions (SAIs) to apply for two major institutional-strengthening initiatives: “Planning for Audit Impact” and “TOGETHER – Component 1: Fundamentals of Human Resource Management”. Both calls aim to support SAIs in developing key capabilities for more strategic\, effective\, and results-oriented management. The “Planning for Audit Impact” initiative aims to strengthen systems and processes for developing strategic and annual audit plans with an impact focus\, and will select up to 10 SAIs to participate. Meanwhile\, “TOGETHER – Component 1” will support up to 8 SAIs in strengthening the fundamentals of human resources management through professional training\, technical support\, and workshops. In both cases\, interested SAIs must submit their expression of interest by July 3\, 2026. In addition\, an Open House information session will be held on June 18\, 2026\, to present further details on the initiatives and answer questions. SUMMARY:OLACEFS Governing Board approves the Office of the Comptroller General of the Republic of Chile as interim Executive Secretariat
DESCRIPTION:Interim mandate of SAI Chile as Executive Secretariat approved following resignation of SAI Mexico  On May 19\, the Extraordinary Meeting of the Governing Board of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS) was held\, bringing together representatives from the Supreme Audit Institutions (SAIs) of Argentina\, Brazil\, Chile\, Colombia\, Guatemala\, Mexico\, and Panama. The SAI of Paraguay also participated in its capacity as chair of the OLACEFS Legal Advisory Committee (CAJ). During the meeting\, the board unanimously approved the appointment of the Office of the Comptroller General of Chile as OLACEFS’s interim Executive Secretariat for the 2026–2028 term. The decision follows the resignation of Mexico’s Supreme Audit Institution from the position on May 1. The board also agreed to temporarily transfer leadership of the Commission on Information Technologies and Communication (CTIC) to SAI Argentina\, until the end of the term originally assigned to the Mexican institution. The meeting was chaired by Hugo Chudyson\, head of the Department of International Relations at the TCU\, representing the OLACEFS chair\, currently held by the Brazilian SAI. In a video message\, the President of the TCU and chair of OLACEFS\, Minister Vital do Rêgo\, thanked Mexico for its leadership of the Executive Secretariat from 2023 to 2026\, highlighting the work carried out by former Auditor General David Rogelio Colmenares Páramo. He also emphasized the experience of the Chilean institution\, led by Comptroller General Dorothy Pérez Gutiérrez\, as a key factor in ensuring continuity of the organization’s work during the transition period. For his part\, Leandro Buendía\, head of International Affairs at the CGR of Chile\, speaking on behalf of Comptroller General Dorothy Pérez Gutiérrez\,  noted that the institution appreciates the trust placed in it by the Board of Directors\, acknowledged the work of the outgoing Secretariat\, and highlighted the importance of an orderly transition\, reaffirming its role as guarantor of the organization’s administrative and operational functioning as it moves toward ratification at the upcoming General Assembly. He also expressed his willingness to contribute to a participatory\, inclusive\, and public-value-oriented approach\, particularly in support of audit institutions with the greatest needs\, with a view to strengthening a more robust and effective OLACEFS at the service of the public. SUMMARY:Strengthening Supreme Audit Institutions through Gender Equality
DESCRIPTION:With a deep sense of responsibility\, I write to reflect on and highlight the significant progress made by OLACEFS in promoting standards of inclusion\, equality\, and diversity throughout Latin America and the Caribbean. This month\, I invite everyone to take a closer look at gender equality—a critical and urgent issue in the public sphere. The challenges related to gender equality transcend borders and require that we\, as representatives of Supreme Audit Institutions (SAIs)\, take concrete action beyond mere rhetoric. In this regard\, OLACEFS has demonstrated structured efforts since 2012\, when the Santo Domingo Declaration underscored the importance of integrating a gender perspective into auditing in a transparent manner. In addition\, the Policy on Gender Equality and Non-Discrimination was approved in 2021\, together with a guide designed to support SAIs in implementing 101 recommendations organized into strategic pillars. Three years after this initiative\, an assessment was conducted to evaluate progress in adopting the recommended measures. The results show encouraging progress: of the 15 SAIs analyzed\, 73% implemented more than 50% of the measures. This outcome demonstrates our institutions’ capacity to respond to a long-standing demand. Since then\, OLACEFS has further expanded its focus on gender equality. In 2023\, at the 77th Meeting of the Governing Board held in Peru\, the Commission on Gender\, Inclusion\, and Diversity (CGID) was established. Currently chaired by the National Audit Office of Argentina\, the CGID’s mission is to promote regional cooperation and strengthen institutional capacities in this area. Notable advances include the creation of the Observatory on Gender\, Inclusion\, and Diversity and the provision of regional training sessions aimed at integrating a gender perspective into SAIs. Despite this progress\, challenges remain. Some pillars of the Policy on Gender Equality and Non-Discrimination\, such as “Inclusion” and “Audit Functions\,” showed the lowest implementation rates. Furthermore\, the recommendation to guarantee the rights of people of sexual and gender diversity was implemented in only one country. These findings indicate where efforts must be intensified and commitments reaffirmed. In this context\, the Brazilian Federal Court of Accounts (TCU)\, during its term as OLACEFS Chair\, aims to contribute to the dissemination of best practices\, whether in combating discrimination or promoting equality. An essential reference in this field is the World Public Sector Report 2025\, published by the United Nations Department of Economic and Social Affairs (UNDESA)\, which offers valuable insights into methodologies and global examples that can inspire SAIs in audits focused on inclusion and combating inequalities. The report highlights the importance of an approach based on the “Leave No One Behind” principle\, emphasizing audits that identify gaps in public policies and strengthen the trust of marginalized groups in public institutions. SAI Costa Rica\, for example\, promoted the adoption of several gender policies by auditing the government’s preparedness for SDG 5. At the same time\, we must address another issue closely linked to gender equality: violence against women. In a recent speech\, I emphasized that the State fails whenever a woman is a victim of femicide. This extreme form of violence\, rooted in structural discrimination and outdated cultural norms\, requires an integrated\, evidence-based response. In light of this\, the TCU is coordinating the “Vidas Interrompidas” (Lives Cut Short) audit\, which will assess the effectiveness of institutional mechanisms designed to protect women and prevent cases of fatal violence. This initiative has the potential to serve as a reference for SAIs\, as it aims to translate technical recommendations into effective commitments to equality and the preservation of life. Our role is to lead by example\, influence policies\, conduct audits with purpose\, and foster changes that reach the foundations of society. Addressing inequality and gender-based violence requires cultural transformation—a responsibility that rests especially with leaders.
