SUMMARY:Strengthening Supreme Audit Institutions through Gender Equality
DESCRIPTION:With a deep sense of responsibility\, I write to reflect on and highlight the significant progress made by OLACEFS in promoting standards of inclusion\, equality\, and diversity throughout Latin America and the Caribbean. This month\, I invite everyone to take a closer look at gender equality—a critical and urgent issue in the public sphere. The challenges related to gender equality transcend borders and require that we\, as representatives of Supreme Audit Institutions (SAIs)\, take concrete action beyond mere rhetoric. In this regard\, OLACEFS has demonstrated structured efforts since 2012\, when the Santo Domingo Declaration underscored the importance of integrating a gender perspective into auditing in a transparent manner. In addition\, the Policy on Gender Equality and Non-Discrimination was approved in 2021\, together with a guide designed to support SAIs in implementing 101 recommendations organized into strategic pillars. Three years after this initiative\, an assessment was conducted to evaluate progress in adopting the recommended measures. The results show encouraging progress: of the 15 SAIs analyzed\, 73% implemented more than 50% of the measures. This outcome demonstrates our institutions’ capacity to respond to a long-standing demand. Since then\, OLACEFS has further expanded its focus on gender equality. In 2023\, at the 77th Meeting of the Governing Board held in Peru\, the Commission on Gender\, Inclusion\, and Diversity (CGID) was established. Currently chaired by the National Audit Office of Argentina\, the CGID’s mission is to promote regional cooperation and strengthen institutional capacities in this area. Notable advances include the creation of the Observatory on Gender\, Inclusion\, and Diversity and the provision of regional training sessions aimed at integrating a gender perspective into SAIs. Despite this progress\, challenges remain. Some pillars of the Policy on Gender Equality and Non-Discrimination\, such as “Inclusion” and “Audit Functions\,” showed the lowest implementation rates. Furthermore\, the recommendation to guarantee the rights of people of sexual and gender diversity was implemented in only one country. These findings indicate where efforts must be intensified and commitments reaffirmed. In this context\, the Brazilian Federal Court of Accounts (TCU)\, during its term as OLACEFS Chair\, aims to contribute to the dissemination of best practices\, whether in combating discrimination or promoting equality. An essential reference in this field is the World Public Sector Report 2025\, published by the United Nations Department of Economic and Social Affairs (UNDESA)\, which offers valuable insights into methodologies and global examples that can inspire SAIs in audits focused on inclusion and combating inequalities. The report highlights the importance of an approach based on the “Leave No One Behind” principle\, emphasizing audits that identify gaps in public policies and strengthen the trust of marginalized groups in public institutions. SAI Costa Rica\, for example\, promoted the adoption of several gender policies by auditing the government’s preparedness for SDG 5. At the same time\, we must address another issue closely linked to gender equality: violence against women. In a recent speech\, I emphasized that the State fails whenever a woman is a victim of femicide. This extreme form of violence\, rooted in structural discrimination and outdated cultural norms\, requires an integrated\, evidence-based response. In light of this\, the TCU is coordinating the “Vidas Interrompidas” (Lives Cut Short) audit\, which will assess the effectiveness of institutional mechanisms designed to protect women and prevent cases of fatal violence. This initiative has the potential to serve as a reference for SAIs\, as it aims to translate technical recommendations into effective commitments to equality and the preservation of life. Our role is to lead by example\, influence policies\, conduct audits with purpose\, and foster changes that reach the foundations of society. Addressing inequality and gender-based violence requires cultural transformation—a responsibility that rests especially with leaders. In closing\, I thank you all for your commitment to advancing these critical issues. OLACEFS is well positioned to become a global leader in inclusive governance. DESCRIPTION:New term will focus on transparency and stronger dialogue with society\n \n  \nThe Brazilian Federal Court of Accounts (TCU) has taken over the presidency of the Citizen Participation Commission (CPC) of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS)\, succeeding Peru\, which led the group for two consecutive terms (2019–2022 and 2023–2025). The commission’s main goal is to strengthen public participation in government auditing. \n \nFrom 2026 to 2028\, TCU will lead initiatives through the CPC aimed at expanding transparency and strengthening dialogue with society. Key priorities for the term include rebuilding public trust in institutions\, promoting citizen participation in coordinated audits\, and encouraging the use of plain language by Supreme Audit Institutions (SAIs). \n \nOther focus areas include transparency\, strategic communication\, and active listening; the inclusion of vulnerable groups and place-based approaches; and tackling disinformation\, alongside efforts to strengthen social dialogue. \n \n“We are pleased to take on this commitment to a more open\, collaborative\, and citizen-centered government oversight agenda. Leading the commission will allow us to build on progress across Latin America and the Caribbean\, fostering a culture of trust and reinforcing the essential role of government auditing institutions in democracy and social well-being\,” said Manoel Moreira de Souza\, head of the Department of Institutional Relations at TCU. \n \nOLACEFS brings together Supreme Audit Institutions from Latin America and the Caribbean and serves as a platform for technical cooperation aimed at strengthening government auditing and good public governance. SUMMARY:TCU Chairs the 82nd Meeting of the OLACEFS Governing Board in Asunción
DESCRIPTION:Discussions refined regional priorities and feature the presentation of Operational Plans by OLACEFS bodies.			 \n\nOn March 6\, the Brazilian Federal Court of Accounts (TCU) chaired the 82nd meeting of the Governing Board of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS)\, held in Asunción\, Paraguay. The event marks a moment of transition\, with the TCU formally assuming leadership of the organization for the 2026–2028 term. \nThe session was opened by the Comptroller General of Paraguay and host of the meeting\, Camilo Benítez Aldana\, followed by remarks from the organization’s Executive Secretariat\, held by the Office of the Auditor General of Mexico and represented by Eber Omar Betanzos Torres\, appointed by Mexico’s Auditor General\, David Colmenares Páramo. The opening session concluded with remarks by Minister Vital do Rêgo\, President of the TCU and chair of OLACEFS\, who underscored the commitment to technical integration in the region. \nStrategic Planning and Operational Plans (POAs)  \nOne of the central points of the meeting was the presentation of the 2026 activity plan\, consolidated in the Annual Operational Plans (POAs) of all OLACEFS bodies. The POAs of the Presidency and the Executive Secretariat were presented first\, followed by those of the Legal Advisory Committee (CAJ) and the Special Technical Commission for the Environment (COMTEMA)\, chaired by Paraguay’s Supreme Audit Institution (SAI). Next were the plans of the Capacity Building Committee (CCC) and the Organization of Supreme Audit Institutions of South American Countries (EFSUR)\, led by SAI Chile; the Technical Commission on Good Governance Practices (CTPBG)\, coordinated by SAI Ecuador; and the Commission on Performance Evaluation and Performance Indicators (CEDEIR) and the Commission on Gender\, Inclusion\, and Diversity (CGID)\, under the responsibility of SAI Argentina. Details were also provided on the activities of the Citizen Participation Commission (CPC) and the Infrastructure and Energy Transitions Commission (COINFRA)\, headed by the TCU (SAI Brazil); the Technical Commission on Combating Transnational Corruption (CTCT) and the Commission on Parliaments and Supreme Audit Institutions (CPE)\, under the leadership of SAI Peru; and the Commission on Information Technologies and Communication (CTIC) and the Working Group on Disaster Management Auditing within the Framework of the Sustainable Development Goals (GTFD)\, led by SAI Mexico; and\, finally\, the Central American and Caribbean Organization of Supreme Audit Institutions (OCCEFS)\, headed by SAI Panama. \nTechnical Issues and Innovation \nThe Board also addressed technical topics related to the 35th Ordinary General Assembly of OLACEFS\, scheduled for August 2026 in Cali\, Colombia\, with a focus on the audit of unfinished projects. The TCU is a leading institution in this area through its “Panel on Stalled Projects\,” a tool that uses data analysis to prevent white elephants and losses in public infrastructure. Another priority topic is sustainable infrastructure\, which aligns with the central themes of the TCU’s candidacy for the OLACEFS presidency. The meeting also advanced preparations for the 35th Ordinary General Assembly of OLACEFS. \nGlobal Outreach \nFurthermore\, the TCU expressed its support for the theme proposed by the Portuguese Court of Auditors for the upcoming Joint EUROSAI–OLACEFS Conference\, “Key Trends in Citizen Participation and the Engagement of Civil Society Organizations in the Work of Supreme Audit Institutions\,” reinforcing Brazil’s contribution to strengthening this agenda at the international level. \nDuring the meeting\, and in preparation for future institutional decisions\, the Executive Secretariat\, with the approval of the Presidency\, initiated preliminary consultations with members of the Governing Board to gauge interest in hosting the 36th Ordinary General Assembly of OLACEFS\, scheduled for 2027. \nIt was reaffirmed that the selection process for the future host will be communicated to all members of the organization at a later date. This approach aims to ensure that\, by the time of the Administrative Session of the next Assembly\, a formal candidate is already in place\, guaranteeing a transparent and participatory process for all member countries. \nOLACEFS \nOLACEFS brings together supreme audit institutions from Latin America and the Caribbean and serves as a forum for technical cooperation aimed at strengthening government auditing and good public governance. \nSince 2026\, the organization has been chaired by Brazil\, through the TCU\, while the Executive Secretariat remains under the responsibility of the Office of the Auditor General of Mexico. \n															 \nCompartir en redes

SUMMARY:The TCU approves internal guidelines on citizen participation
DESCRIPTION:During the first quarter of this year\, as a result of the strengthening of the issue of citizen participation\, the Court of Accounts of the Union (TCU) of Brazil decided to join the Citizen Participation Commission (CPC) of the Latin American and Caribbean Organization of Entities Supreme Audit Institutions (Olacefs) and the Task Force on Citizen Participation and Interaction with Civil Society (TFCP) within the scope of the Capacity Building Committee (CBC) of the International Organization of Supreme Audit Institutions (INTOSAI). \nConsidering that citizen participation is one of the priority issues of the institution’s management\, the TCU\, through its General Secretariat for External Control (SEGECEX)\, recently approved Ordinance-Segecex No. 24 (June 19\, 2023) \, with the objective of expanding the institutional relationship with society in all phases of the external control actions of the TCU\, as well as in panels\, public dialogues and other events. \nThe approved guidelines are of a recommendatory nature and it is the responsibility of the Secretariat for External Control of Consensual Solution and Conflict Prevention (SecexConsenso) to clarify doubts; receive suggestions for its improvement; and keep them updated. \nTo access the full text of Ordinance-Segecex No. 24\, click  aquí. \n\n\nEnglish\nPortuguês\nEspañol\n\n\nCompartir en redes

SUMMARY:Learn about the results achieved by the GIZ-OLACEFS Regional Project in the Environmental Area
DESCRIPTION:The Regional Project Strengthening External Control in the Environmental Area launches to the OLACEFS community its latest results magazine: Environmental Governance Magazine – Special Edition – COVID-19 Results\, an edition in which the initiatives developed in conjunction with OLACEFS are shared\, as well as its impacts in the context of the COVID-19 pandemic. \nIn December 2022\, the implementation of the regional project signed by OLACEFS was concluded\, together with the Court of Accounts of the Union (TCU) of Brazil and the German Cooperation\, through GIZ. This alliance fulfilled the objective of promoting and strengthening external environmental control\, assisting the SAIs of the region to fulfill their role more effectively in improving public environmental management\, as well as influencing in the relevant role that these institutions have in the effective implementation of the 2030 Agenda. \nThe prevention and fight against corruption\, the acceleration of digitization processes\, the promotion of gender equity and non-discrimination\, as well as the transformation of the viability criteria for infrastructure works\, and specific measures to support the pandemic\, were the most relevant issues in the health emergency period. \nThe good results achieved in the regular period of activities were presented in the previous editions of the Environmental Governance Magazine\, launched in 2021\, in Spanish\, English and Portuguese. SUMMARY:The commemorative event for International Women's Day\, 8M: “How to achieve equality when there is corruption?” ended successfully
DESCRIPTION:Last Wednesday\, March 8\, International Women’s Day was commemorated. The OLACEFS Working Group on Gender Equality and Non-Discrimination (GTG) organized a discussion entitled “8M: How to achieve equality when there is corruption?”\, where the relationship between gender and corruption was discussed\, delving into the differentiated impact on women and other vulnerable groups. \nThe meeting was moderated by the Comptroller General of the Republic of Chile and Chairman of the GTG\, Mr. Jorge Bermúdez Soto\, accompanied by two great panelists\, Ms. Gabriela Rosero Moncayo\, Head of the UN Women office in Chile and Ms. Ximena Mariscal\, representative lawyer of the Embassy of Mexico in Chile. \nIn addition\, Ms. Jennifer Sarvary-Bradford\, one of the persons behind the United Nations Office on Drugs and Crime (UNODC) publication “Es la Hora: Responder a las dimensiones de género de la corrupción”\, participated in the conversation through two videos where she exposed that the gender dimensions of corruption are multidimensional and complex\, where corruption often undermines access to public services\, on which women depend to a greater extent due\, for example\, to their reproductive health needs. \nThus\, the discussion\, which brought together more than 480 people\, from different Latin American and Caribbean countries\, through the teams live events platform and 130 in person\, highlighted the commitment of the SAIs that conform OLACEFS in the fight against corruption and the relevance of incorporating the gender perspective. \nDuring the event\, there was also the opportunity to interact with the public through the www.menti.com platform\, where the participants answered the questions: Is the link between corruption and gender evident?; Do you think that sexual extortion is a recurring practice in public service? \nLastly\, to close the discussion\, the panel reflected on the urgency of relieving this conversation and opening spaces to begin to give answers to the impact that corruption has on vulnerable groups such as women. \nIf you missed the event\, relive it here \n\nCompartir en redes
