The Working Group on Gender Equality and Non-Discrimination was created at the LXXI meeting of the Virtual Board of Directors of OLACEFS held on June 30th of this year by agreement 1448/06/2020.

The general objective of this Working Group is to elaborate a gender equality and non-discrimination policy that serves as a basis to be implemented in the SAIs of OLACEFS. Likewise, the Group must define, together with the SAIs concerned, the implementation of the policy, its monitoring, and evaluation, as well as the processes of feedback and exchange of good practices that can be generated around gender equality and non-discrimination.

This is a new way to demonstrate OLACEFS’ commitment to gender equity and equality. Globally, INTOSAI believes that audit entities must ensure their effectiveness, inclusiveness, and accountability. This commitment is reflected in INTOSAI’s fourth strategic goal: to strive to maximize the value of the organization, both for its member SAIs and the organization.

At the regional level, it stands as a way to operationalize strategic goal 4 of the OLACEFS Strategic Plan in that it is a way for SAIs to support the achievement of the Sustainable Development Goals (SDGs).

IBERO-AMERICAN AUDIT ON SDG 5

This audit has been a great opportunity to engage OLACEFS’ member SAIs to analyze the state of compliance with this SDG, as well as an opportunity to exercise the purpose of acting as models of transparency and accountability in our own entities.

Indeed, OLACEFS’ member SAIs are committed to supporting the implementation of the SDGs from four approaches, one of which is to act as models of transparency and accountability in our own operations. That is why, together with the coordinated audit, we carry out an internal survey that constitutes a self-assessment on gender-related issues in our institutions.

Report: Ibero-American Audit on Gender Equality    

 

In this audit, the general objective was to evaluate the preparation of governments to implement Sustainable Development Goal 5, gender equality.

This process involved 18 SAIs (16 from the continent, 1 subnational, and 1 European). Argentina, Bolivia, Brazil, Bogotá, Chile, Colombia, Costa Rica, Cuba, Ecuador, Guatemala, Honduras, México, Nicaragua, Paraguay, Peru, Spain, Uruguay and Venezuela.  

The report denotes the degree of progress in the implementation of SDG 5 around the axes of planning, financing, and follow-up.

 

 

2019: Self-assessment survey on the gerder situation in the SAIs of the continent

This is an opportunity to diagnose the gender situation within the control institutions in the continent and act as models of transparency and accountability in them. 

We received 4,459 responses from 22 audit entities. The diagnostic shows that the reality of Latin American control entities does not differ from that of the different countries. View here

2021: Survey on the Impact of the COVID-19 Pandemic on SAI Staff, with a gender and intersectionality approach

This report provides an overview of the impact of the COVID-19 pandemic on people working in full member SAIs of OLACEFS, particularly women, under an intersectional perspective.

The survey obtained 5,456 valid answers from 20 SAIs that allow us to diagnose the impact of social isolation on the use of time at work, and in the private sphere of staff in the SAIs of the region, as well as problems and concerns related to the pandemic, domestic and gender violence, violence, and workplace harassment. Collaborating for Change: How civil society organizations and audit offices can hold government accountable for the Sustainable Development Goals.

The Canadian Audit and Accountability Foundation (CAAF), in conjunction with Women Deliver, hass been working on a series of documents that provide civil society organizations (CSOs) whit information, strategies, and tools to effectively collaborate with audit offices and oversight bodies. It can also be useful for audit offices looking to collaborate with CSOs and other stackeholders. OLACEFS is proud to have participated in this process and to have collaborate in the translation of these guides into Spanish

EJE PLANIFICACIÓN

Este eje es el que presenta la mejor evaluación.

Se destaca la creación de instituciones especialmente destinadas a la implementación de la Agenda 2030.

Los gobiernos de la región han sido eficaces en la distribución de información e involucramiento de la ciudadanía y otros actores interesados en los procesos y mecanismos institucionales necesarios para integrar el ODS 5.

RECOMENDACIONES

  • Agenda 2030: Contar con instituciones que se dediquen de manera exclusiva implementar la Agenda 2030 en sus países, identificando líneas de acción y coordinando a los actores involucrados;
  • Género: Integrar el enfoque de género en el actuar del gobierno;
  • Metas y objetivos: Elaborar –o ejecutar donde existan– planes nacionales de desarrollo a mediano y largo plazo que integren las metas y objetivos de la Agenda;
  • Entidades: Reforzar el rol de las entidades subnacionales en la concreción de las metas de la Agenda;

EJE FINANCIAMIENTO

Este eje es el más débil de los 3 evaluados.

Falta evidencia de evaluaciones de mediano/largo plazo para definir qué cantidad, tipo y calidad de recursos son necesarios para implementar las metas del ODS 5 en los países de la región.

Los gobiernos no han realizado evaluaciones de riesgo para definir los recursos necesarios para la implementación del ODS 5. Si bien existen acciones y programas en beneficio de mujeres y niñas, no se han definido estrategias para evaluar el impacto de las mismas y si éstas permitirán alcanzar las metas del Objetivo de Desarrollo Sostenible 5.

Se detectaron importantes oportunidades de cooperación.

RECOMENDACIONES

  • Mapeo: Realizar un mapeo destinado a identificar los recursos y capacidades necesarios para asegurar su disponibilidad en la implementación de los ODS;
  • ODS: Elaborar planes y programas para gestionar el riesgo de financiamiento para el cumplimiento de los ODS;
  • Género: Incorporar la perspectiva de género en el presupuesto público, en todos los niveles del proceso presupuestario;
  • Entidades: Elaborar un diagnóstico para la determinación de los recursos públicos que permita identificar los sectores en que es posible asignar, garantizar y ejecutar presupuesto con enfoque de género;
  • Alianzas: Contar con convenios de coordinación y alianzas para atraer y movilizar recursos financieros con la participación de los diversos actores llamados a interactuar en la implementación de la Agenda;

EJE SEGUIMIENDTO

Es indispensable que se diseñen de forma clara los procesos de seguimiento, examen y presentación de informes con la participación de todas las partes interesadas.

Entre las oportunidades de mejora levantamos la necesidad de definir los procesos para asegurar la producción, calidad, disponibilidad y nivel de desagregación de los datos, considerando la interseccionalidad que requiere el enfoque de género.

RECOMENDACIONES

  • Funciones claras: Establecer y definir funciones claras en los mecanismos de seguimiento de la implementación de ODS 5, con el fin de obtener resultados de manera ordenada;
  • Procesos: Definir los procesos para asegurar la producción, calidad, disponibilidad y nivel de desagregación de los datos, considerando la interseccionalidad que requiere el enfoque de género;
  • Análisis: Definir e implementar lineamientos que permitan contar con documentación actualizada y así facilitar el análisis de los indicadores de seguimiento para la implementación del ODS 5;
  • Sociedad Civil: Vincular los resultados del levantamiento de información con distintos actores, en particular con la sociedad civil; y,
  • Largo plazo: Finalizar la integración de los documentos y procesos existentes para el seguimiento y examen del ODS 5 a largo plazo;

It refers to the roles, behaviors, activities, and attributes that a given society at a given time considers appropriate for men and women.

Se refiere a la igualdad de derechos, responsabilidades y oportunidades de mujeres y hombres y de niñas y niños. La igualdad no significa que mujeres y hombres serán iguales, sino que los derechos, responsabilidades y oportunidades de mujeres y hombres no dependerán de si nacieron con un determinado sexo. La igualdad de género implica que se tengan en cuenta los intereses, necesidades y prioridades de mujeres y hombres, reconociendo la diversidad de los diferentes grupos de mujeres y hombres. La igualdad de género no es una cuestión de mujeres, sino que concierne e involucra tanto a hombres como a mujeres. La igualdad entre mujeres y hombres se considera una cuestión de derechos humanos y al mismo tiempo un requisito y un indicador del desarrollo centrado en las personas.

They are simplistic generalizations of gender attributes, differences, and the roles of women and men.

Se refiere a la forma en que cada sociedad divide el trabajo entre hombres y mujeres, niños y niñas, según los roles de género socialmente establecidos o los que se consideran apropiados y valorados para cada sexo.

El término “violencia y acoso” en el mundo del trabajo significa un conjunto de comportamientos y prácticas inaceptables, o amenazas de tales comportamientos y prácticas, ya sea que se manifiesten una o varias veces, que tienen como objetivo causar o pueden causar daños físicos, psicológicos, sexuales o daño económico, e incluye violencia y acoso de género.

Estructuras simbólicas que tienen su origen en la capacidad creativa de la psique humana y en los límites impuestos por la dinámica social.

Cualquier restricción, distinción o exclusión basada en el sexo que tenga por objeto menoscabar el reconocimiento o ejercicio por las mujeres de sus derechos humanos, políticos, económicos, sociales, culturales y civiles.
