EUROSAI Secretariat today.
That’s why, considering the work schedule of our SAI management, who is in business trip today in
territorial offices, we are not able to provide a video message. Instead, if it is convenient, please, find
attached the written message from the SAI of Ukraine .
Also, more detailed information about our Group’s activity could be presented in future events and
would be very grateful if you could share with us a video or written message from the GTFD for the
Meeting of our Working Group.

Queridos Colegas,
It is an honor for me, on behalf of the Accounting Chamber of
Ukraine – the Chair of the EUROSAI Working Group on the Audit of
Funds Allocated to Disasters and Catastrophes (WGAF ADC), to address
the participants of the webinar on occasion of comm emorating the 2023
International Day for Disaster Risk Reduction. The challenges of recent years, in particular, the devastating
consequences of climate change – floods, droughts, large-scale forest
fires, the Covid-19 pandemic and, consequences of w ars, in particular in
Ukraine, have changed our usual routes, lifestyles and halted development
around the world. Earthquakes in Turkey, Syria, which are recognized as the most
powerful in the modern history of these countries ( more than 59,500

people died), as well as in Morocco, Kazakhstan and a number of other
countries. Mediterranean storm Daniel, which led to a series of floods in
Greece, Bulgaria and Turkey. Floods in Libya, where (as of September
12) 5,200 Libyans were recognized as dead, almost 7 ,000 were wounded,
and another 100,000 people were considered missing.
Forest fires in Greece and Hawaii, abnormal heat up to +45°С (2023
went down in history as the hottest year of modern times) and human
carelessness led to large-scale fires. Behind every emergency situation, natural disaster or catastrophe –
human destinies, significant destruction of infrast ructure and thousands
of human victims. Such catastrophes and natural disasters cause enorm ous damage and
have a serious impact on people’s lives and well-be ing. Unfortunately, the
world often faces both natural and man-made disaste rs, as well as other
emergencies, and this requires joint efforts to pre vent, eliminate the
consequences and restore the affected areas. In these cases, it is important to have effective e mergency response
plans, prepare the population for possible dangers, improve infrastructure
to reduce the risks of disasters and facilitate rap id response. At the same
time, it is important not only to react effectively , but also to take measures
to prevent similar events in the future. I am convinced that the coordination of efforts at the international
level plays an important role in solving global pro blems related to climate
change, ecology and other threats. Cooperation between different countries, organizati ons and agencies
can help reduce the impact of disasters and save li ves. International

forums and meetings, such as this webinar, facilita te the exchange of
experience and the development of common strategies for solving similar
challenges. I am sure that cooperation within the framework of INTOSAI
between regional organizations of EUROSAI and OLACE FS, in
particular between the EUROSAI Working Group on the Audit of Funds
Allocated to Disasters and Catastrophes and Trabajo sobre Fiscalización
de Gestión de Desastres en el Marco de los Objetivo s de Desarrollo
Sostenible (GTFD) will promote сapacity building, u nification and
coordination of efforts in developing effective dis aster prevention and
response tools. I wish you a fruitful work and joint search for sol utions to solve these
pressing problems of today. I hope that by working together we will make
our world safer for all of us and for future genera tions.
