Call for interest opens for a Consultancy for the Course Impact Measurement Task Force

As part of the Capacity Building Committee – CCC of OLACEFS, in November 2021, the “Course Impact Measurement Task Force” was created, composed of the Office of the Comptroller General of Accounts of the Republic of Guatemala (Leader); the General Audit Office of the Nation of Argentina (Member) and the Superior Auditor of the Federation of Mexico (Member).

The OLACEFS Course Impact Measurement Task Force requires the assistance of a consulting firm and/or a consultant, with experience in the design, implementation, and impact measurement of courses, in order to adapt and/or develop the necessary instruments that will be automated on behalf of the TF with authorization from the CCC.

It should be noted that the consulting firm and/or consultant will be responsible for the adaptation and design of the aforementioned instruments, as well as an evaluation of course knowledge transfer for the CCC, using automated tools, in addition to analyzing the course dropout rate and establishing the indicators for the measurement of course impact. The natural persons or legal entities concerned must comply with the following conditions:

  1. Verifiable professional experience of at least five (5) years, in the provision of consultancy services, particularly in the field of training, and human resources.
  2. Verifiable professional experience in the provision of consultancy services and experience with international organizations will be positively assessed.
  3. Professional experience with the management of indicators and impact measurement in teaching, training, and/or training activities; E-learning certification will be positively assessed if you have.
  4. Professional training (of the person or work team) in areas of public administration, international relations, business management, communication, industrial engineering, sociology, and organizational psychology, as well as related areas.
  5. Desirable postgraduate or specialized training in public management, human resources, and/or organizational development or psychology.
  6. Proficiency in Spanish and experience in preparing reports.
  7. Ability to work as part of a team, with good interpersonal skills, networking competency, and the ability to interact with other people.

 

The person providing the consultancy service must demonstrate the following competencies:

  1. Excellent writing skills.
  2. Analytical skills and synthesis capacity.
  3. Flexibility to work within deadlines and act under pressure.
  4. Collaborative working with good interpersonal skills.
  5. Empathic and assertive communication.
  6. Knowledge and advanced use of computer tools.

 

The application and selection process will consider the following milestones and deadlines:

  • Applications must be submitted from July 19 until August 2, 2022.
  • Background analysis and/or interviews with pre-selected consultants will be conducted the week of August 08-12, 2022.
  • Once selected, the start of the duties will be on August 22, 2022.
