On Friday, September 23, the XXXI Ordinary General Assembly of OLACEFS was held, an event that was hosted by SAIs at the Superior Auditor of the Federation of Mexico and took place in the State of Oaxaca de Juárez, of that country.
The event was chaired by the Economist Nelson Shack Yalta, Comptroller General of the Republic of Peru and President of OLACEFS, and by the Comptroller General of the Republic of Chile and Executive Secretary of OLACEFS, Jorge Bermúdez Soto, and which brought together more than 100 people, belonging to 22 full member SAIs – the majority in person- some associate members, as well as international allies such as the German Cooperation through GIZ and the INTOSAI Development Initiative – IDI.
he General Assembly had to resolve, review and approve important issues for the proper development of OLACEFS, which were discussed at the LXXV Board of Directors meeting held on September 20. Among these issues were the review of the OLACEFS Strategic Plan, the proposal for new membership categories, the review of the report on the implementation of the recommendations and conclusions of the technical commission on the scope of the OLACEFS financial audit, the report on the OLACEFS-GIZ Regional Project for Strengthening of External Financial Control for the Prevention and Effective Fight against Corruption, the proposed incorporation of the Falkland Islands, South Georgia and South Sandwich Islands into the OLACEFS logo and the election of a new member of the Board of Directors, as well as the election of the next venue for the 2024 General Assembly, where the election of the SAI of Panama in both instances stands out.
In addition, internal administrative matters were discussed, such as the approval of the last reports of the Presidency and Executive Secretary of OLACEFS, who will finish their mandates this year, the main activities carried out by the commissions, committees, and working groups in 2022, how the 2023 Annual Operational Planning (AOP) will be carried out, the report on the 2022 INCOSAI and the report on the organization of the 2023 Ordinary General Assembly to be held in Peru, among others.
Another point that the Assembly resolved was the technical topics of the next General Assembly in 2023, which were elected by vote and where the following topics won by a majority:
– Digital governance for development, led by the SAI of Guatemala;
– SAIs and OLACEFS in front of the media, a pillar and allied sector to strengthen accountability in the region, led by the SAI of Mexico.
